Payne-Phalen, St. Paul’s District 5, is located on the east side of the city, just minutes from downtown St. Paul. Payne-Phalen is a vibrant community with a relaxed neighborhood character. The area has many natural resources including a popular fishing spot, Lake Phalen, and Swede Hollow Park. Every year Payne Park hosts the annual Dragon Festival, celebrating the diverse Asian Pacific cultures throughout the Twin Cities.
